Abstract
State and directions of development of the agrarian reforms in Ukraine are defined and evaluated. The slow progress of their realization affects the income level of farmers and reduces the economic potential of the state. Only after the agro-economic transformation will be possible exit of Ukraine to the European level for the criteria of performance and ability of the state to equal partnership with the EU.

02. Priorities in the formation of the food and market strategy of the agro-food complex of Ukraine

Abstract
In the article emphasized the need of implementation strategic changes for improving the nomenclature, volume and quality of agricultural products, the behavior of enterprises and industries in domestic and foreign markets, based on detection of structural changes in agriculture. Production and export priorities of agri-food sector of Ukraine were determined by comparing the level and structure of exports with four countries (USA, Netherlands, France and Argentina). The attention is drawn to the improvement of the export structure, diversification, increase of export of organic products, deep processing products with high added value, the revival of a number of agricultural branches and related industries primary and secondary processing.

03. Experience in the practical application of modernization theories in the food policy of developing countries

Abstract
The main theses of the modernization theory and their evolution are highlighted in this article. The description is given of the successful usage of the modernization theory in the food policy of the developing countries, such as in Brazil and India at the different stages of the development. In particular, the features of the food policy of Brazil at the time of the military dictatorship and at the time of the redemocratization are revealed, as are the food policy of India at the periods of the industrialization and the «new industrialization». It is showed, that despite of the significant differences in the modernization models of Brazil and India, they have a number of common features, which are connected with the high effectiveness of the reforming. These are: the reduction of the governmental interference in the economy and decentralization of the governance and the liberalization of the foreign trade.

Abstract
The paper presents the results of a study changes in production and consumption of raw food resources under the influence of financial and economic crisis in Ukraine. Were identified trends fluctuations living standards of the population and compliance for the social standards of food consumption in the unstable conditions of the national economy. In the article it is emphasized the necessity of providing of the balanced production of agricultural raw material and food products with solvent demand on them and export necessities.

05. The role of globalization in solving food problem

Abstract
Article seeks to substantiate the role of globalization in solving the food problem at the present stage of development of the food market. Studied the positive and negative effects of globalization in the food sector. Determined that the distribution of income among the population of the world is carried out on a «champagne glass» R. Weida. The result of the study was to identify the fact that in the process of globalization, the rich countries have separated and moved away from the poor. However, globalization should help to reduce the differences in the levels of living of different countries and of certain social groups within these countries. Determined that the complexity of managing the world food market due to the fact that the control object contains a variety of functionally interrelated elements. The article substantiates that globalization of the world food system contributes to the active formation of vertically integrated transnational corporations (TNCs), which constitute the core of the world economic system. Proved that globalization generates four main dynamic process: increasing the gap between rich and poor countries; reinforced insulation in poor countries; increasing income differentiation among various social groups within countries; destroyed the social security system.

Abstract
In the article a dynamics and structure of innovative activity of enterprises of food industry are analysed from 2007, and also a situation is exposed with providing of them by innovative technologies and wares, non-material innovations and investing. Effectiveness is appraised implementation of tasks to Conception of the national innovative system in relation to food industry, suggestions are reasonable for activations of innovative activity in the agrofood complex of Ukraine.

Abstract
The article reviewed and grouped methodological approaches to the assessment of investment attractiveness of the industry. Methods of evaluation are distributed on a group of qualitative and quantitative criterion forms the final result. The system of analytical indexes, necessary for the rating or integral estimation of investment attractiveness of industry is offered. The dynamics of volume of capital investments in food industry and their structures on sourcings is analysed. The attention is focused on the main reasons of changes in the investment attractiveness of food industry. The efficiency of realization of capital investments is shown through the indexes of the efficiency of enterprises of food industry. The basic problems of the investment providing of development of food industry are identified and directions of their decision are formulated.

Abstract
The article examines the need to fully resource support innovation enterprise, as only path of innovative development can provide a quick way out of the crisis and help overcome the crisis inherent in many domestic enterprises. The study set out the basic principles of resource support innovation in unstable economic conditions that help businesses choose the right direction for their formation and use, and ensure optimal distribution of available resources, to achieve competitive advantage in the market. The basic steps that is innovative activity at the plant on which the groups of resources that ensure its implementation. Established correlation between «resource» and«innovation» means the relationship modeled resource – innovation, based on what characterizes the direct approach to resource support innovation enterprise. Considered the direct approach to resource support innovation, identified its strengths and weaknesses on the basis of which found that it is natural for the enterprise and its efficiency is determined by the probability of reactivebreakthrough innovation. Mainly of efficiency arises focus on cost reduction in the implementation and realization of innovation.
