Standardization of the production of food products, methods of controlling their quality and safety, in the conditions of the market diversity of goods and their producers, is one of the fundamental prerequisites for the proper provision of adequate nutrition of the population, that is, it realizes an extremely important social function. In this sense, requirements for food products regarding their safety for consumers are of primary importance. Scientifically and technically justified requirements for specialized technological equipment of food industry enterprises are also important in this sense.

 

Development of regulatory documents

Over the past 10 years, the Department, in close contact with specialists from other scientific departments of the institute, has updated almost the entire main normative base of the meat and dairy industry - qualitatively new national standards have been developed, compliance with which allows enterprises to produce meat and dairy products at the level of the best world samples.

Specialists of the department carry out intensive work on the development and updating of typical technological instructions and guidelines using elements of the HACCP food safety guarantee system, the mandatory implementation of which is determined by the legislation of Ukraine.

During the period of 2001–2023, specialists of the institute developed 336 standards, including 186 national standards of Ukraine, and harmonized 196 international standards for dairy and meat production. Specialists of the department of information support, standardization and metrology carried out scientific and methodological support of the specified developments:

• regarding meat and meat products - 61 standards; regarding methods of monitoring the quality and safety indicators of meat and meat products - 38 standards;

• regarding milk and dairy products – 77 standards, regarding methods of monitoring the quality and safety indicators of milk and dairy products – 162 standards.

 

Metrology

Since the structure of the IPR of the National Academy of Sciences does not provide for a separate metrology service, the employees of the department are entrusted with the responsibilities of metrological support of the institute's instrument and equipment park, organization of work on certification and attestation of the institute's laboratories in accordance with DSTD ISO/IEC 17025:2017 General requirements for the competence of testing and calibration laboratories (ISO/IEC 17025:2017, IDT), etc.

Employees of the department have successfully completed a number of research works related to metrology problems, in particular:

"To determine the requirements for the accuracy of methods and means of measurement, which ensure the level of product quality provided by the standards";

"To develop metrological requirements for determining the quality indicators of meat and dairy products with the involvement of inter laboratory research."

 

Work on intellectual property issues

The scope of competence of the department includes a wide range of issues related to intellectual property, in particular, patenting. Specialists of the department directly perform work related to the registration of ownership rights to the developments of the institute's specialists, official works, etc. Also, the entire range of measures for methodical support of patent-inventive work is carried out - starting with patent search and ending with the registration of relevant patents.

 

Information support

The work on information support of the institute's statutory activities is focused on the following main areas:

- international activities - organization of international events (conferences, symposia, etc.) based on the National Institute of Scientific Research of the National Academy of Sciences, ensuring participation in international level events in Ukraine and abroad, methodical assistance to the institute's divisions regarding participation in the Horizon 2020 program, other programs of international scientific and scientific technical cooperation;

- publication of the Collection of Scientific Papers "Food Resources" (in the list of technical and economic sciences technical publications of the Ministry of Education and Culture), collections of materials and theses of conferences organized by the institute, monographs and other materials according to the profile of the institute's activities;

- information and technical support of the institute's website iprkyiv.com;

- information provision of the institute's participation in the events of the National Academy of Agrarian Sciences of Ukraine, the Ministry of Agrarian Policy and Food of Ukraine, in other exhibitions and other informational events in accordance with the profile of the institute's activities.

 

Technological documentation

The development of issues of scientific and methodological support for the creation of technological documentation for the production of meat and dairy products involves the introduction of modern technologies into the production of high-quality meat and dairy products in accordance with the national standards of Ukraine - without the use of substitutes for natural raw materials. The great public resonance of the topic of good quality nutrition, the active position of consumers regarding the quality of meat and dairy products, as well as the experience of the last few years give reasons to predict the presence of demand among manufacturers for technological documentation that meets the National Standards of Ukraine. Potential consumers of the specified products on a commercial basis: meat and dairy enterprises of Ukraine.

 

Cooperation with other organizations, institutions and industrial enterprises of the food industry

Specialists of the department cooperate with food industry enterprises, industry associations and producer unions. Cooperation consists in carrying out examinations of regulatory documents developed by third-party organizations, providing consulting assistance, developing technological and regulatory documentation to the order of private enterprises and organizations, providing technological documentation and assisting in its practical implementation. The specified activity is carried out both on a free and commercial basis. The department cooperates with many scientific institutions of the National Academy of Agrarian Sciences of Ukraine, the National Academy of Sciences of Ukraine, the Ministry of Agrarian Policy and Food of Ukraine, the Ministry of Education and Science of Ukraine in the field of developing standards for meat, dairy products and other food products, as well as control methods safety and quality of raw materials and products in the food, meat and dairy industry, on specialized technological equipment for the specified sectors of industry, etc.

The employees of the department are entrusted with the functions of methodical and technical organization of the work of TC 140 "Milk, meat and products of their processing". The responsible secretary is the head of the department Sergii Verbytskyi.

 

Our prospects

Monitoring of current EN standards of the European Committee for Standardization, ISO of the International Organization for Standardization, STAN of the UN Food Commission CODEX ALIMENTARIUS, IDF of the International Dairy Federation and others in order to develop and adopt international standards important for increasing the export potential of domestic enterprises and improving safety and quality food products on the domestic and foreign markets.

Implementation of works on the creation of new and revision of existing regulatory documents within the framework of harmonization of the regulatory framework of Ukraine and the European Union.
