ORGANIZATIONAL AND ECONOMIC BASES OF MILK MARKET FUNCTIONING

Abstract
The subject of research is the peculiarities of the formation and functioning of the milk market, the main trends of its development and the relationship between its subjects. Goal. Based on the analytical assessment of the components of the milk market in Ukraine (demand, supply, state support) to develop practical recommendations for their activation in the context of globalization processes in Ukraine. Methods. To achieve this goal, a set of general scientific and special methods was used. Research results. The article is devoted to the assessment of the milk market in Ukraine. The main emphasis is placed on the assessment of the milk market components: demand, supply, government regulation. The analysis of milk production shows that private peasant households (PPH) are quite resistant to transformational changes in the country's economy, and their place and role in the process of socio-economic transformation of the economy are changing significantly. At a time of increasing crisis, they take a leading position in the production of dairy cattle. The main reason is the rapid decline in production in the corporate sector of the agricultural economy compared to households. We believe that the enterprises that hold less than 50 cows should be considered as small, in which the achievement of profitability of milk production have no prospect; small enterprises with 50 to 200 cows will only be able to ensure breakeven in the short term; medium-sized enterprises with 200 to 500 cows could be a basis for the basis for competitive milk production; and large enterprises (500 cows and more), these groups of farms can be competitive in the milk market. Despite the high share of households in the milk production structure, the structure of revenues is diametrically opposed. The main reason is the lack of developed infrastructure of the milk and dairy products market. In rural areas, there is a significant decrease in the consumption of milk and dairy products from the personal subsidiary farm (PSF) of agricultural households, which is a mirror image of the state of dairy farming in households. It should be noted that Ukraine in 2020, for the first time in independent history, has a negative external trade balance, which reflects the current state of dairy farming and processing in Ukraine. In a crisis situation, stabilization and development of milk production is possible only with the activation of innovation, effective use of scientific and technological progress achievements, advanced domestic and foreign experience, state support for producers of various management forms, increasing the investment attractiveness of the examined industry. Scope of research results. The results of the research will be used in the process of developing the conceptual framework for the development of dairy farming.
