Abstract
Subject of research. Organizational and economic relations in the process of forming targeted food support. Purpose. On the basis of elaboration of domestic and world experience to offer practical recommendations for the formation of economic principles of targeted food aid to the population. Methods. The following research methods were used in the research process: historical; abstract-logical; statistical and economic methods, in particular, correlation-regression, graphical grouping, tabular representation method. Results. The article considers the problems of targeted food support formation for the population. In the current crisis conditions for the state, which are caused by the war with russia, domestic food aid has grounds for use in Ukraine. The deterioration of quantitative and, especially, qualitative indicators of population reproduction has become a steady trend. The social situation of mothers and children, the future of our country, has noticeably deteriorated. The United States, the BRICS and the European Union experience shows that an effective mechanism for such support is to stimulate final consumption of food through food aid programs for the needy. In recent years, there has been a rapid increase in US budget spending on domestic food aid for the population. Assessing the current state of implementation of domestic food support in Ukraine, we can say that mass implementation has not taken place. The main factors in this situation are the underdeveloped legal framework and the lack of common approaches to the implementation of domestic food aid. Decentralization of powers, namely the power to provide domestic food support, delegated to the level of integrated territorial communities. They are implemented by the subjects in accordance with the approved programs. These programs regulate food finance in schools and preschools. Limited in the financial aspect of the budgets of the united territorial communities and absence of state support stimulating measures. In the current conditions it is necessary to centralize and delegate the authority to provide domestic food aid at the national level, consolidate common approaches. The system of domestic food aid to the poor is an effective tool to stimulate food consumption by certain categories of the population, the development of retail trade, catering and production of agricultural and food products, other sectors of the economy. At the same time, it has a peculiarity and a difference from other parts of the agricultural sector state support system. Domestic food aid is an consumer market element and is implemented through its existing infrastructure (shops, markets, other retail outlets, catering facilities) without replacing or administratively suppressing market mechanisms in the functioning of the consumer market. Scope of research results. The results of the research will be used in the development of organizational and economic principles of targeted food aid.
