Abstract
The subject of research - economic policy and mechanisms for regulating the development of the domestic food system in the context of globalization and emergency situation. The purpose of the study is to substantiate changes and proposals for the accommodation of the basic principles of state agricultural policy for sustainable operation and development in an emergency. Methods used: theoretical cognition, monographic, systematization and classification, abstract-logical. Results of the research. The effective functioning of food systems at all levels involves solving the global problem of providing the world's population with food. At the same time, the national food system must respond quickly to global changes and challenges, and immediately take into account the conditions of the emergency situation in order to prevent the growth of malnutrition, deterioration of food quality and safety. The national food system and its components play a leading role in the stable socio-economic development of Ukraine. To develop the food system in an emergency, it is important to understand what economic, financial, legal, organizational and social mechanisms the state will use to provide the population with quality food. The current institutional conditions and instruments for implementing the state agricultural policy need to be reviewed in the light of the emergency situation related to the COVID-19 pandemic. Scope of research results. It is designed for the practical application of the main scientific provisions and research proposals in the preparation of laws and regulations on the formation of state agricultural policy to ensure the effective functioning of the domestic food system at all levels and a stable socio-economic situation in Ukraine. In particular, it includes measures of economic policy and mechanisms for regulating economic activity, improving administrative procedures and market infrastructure, increasing the volume of procurement and processing of agricultural raw materials, better control over food safety and quality, simplifying their market entry, food security.
